Norfolk In “Early Negotiations” With Pharrell’s Team For Military Circle Redevelopment

Last year we told you about how the city of Norfolk was looking to redevelop Military Circle Mall and seeking your input to help them choose between three submitted proposals. Well, it seems they’re getting closer to making a final decision, as the city has just revealed that it’s in “early negotiations” with Pharrell’s team, whose proposed development is called Wellness Circle.
Some other familiar names are part of Wellness Circle, LLC, including Armada Hoffler, Live Nation, Venture Realty Group, and the YMCA of South Hampton Roads. Their proposal involves transforming the mall into an inclusive community that would have 4.6 million square feet of mixed use development, with plenty of office space, retail, mixed-income residential properties, and a 16,000 seat arena.
The project’s theme is wellness, and as such includes features that promote health and well-being, like the proposed 500,000 square feet of healthcare offices and medical service space. It would transform the ring road currently around the mall into a green path for walking and cycling.
The team wants to bring over 700 residential units to the location, nearly 300 of which would be low-income housing credit units. The plan also includes 200,000 square feet of retail and restaurants.
There’s no word yet on when the city might announce the outcome of the negotiations, but stay tuned to The VBJ and we’ll keep you updated on any further developments as they happen.
