Major Changes Coming To ORF
Norfolk International Airport (ORF) is poised for a significant transformation in the coming years. With plans for nearly $700 million in construction projects, the airport is gearing up to enhance the travel experience for millions of passengers.

Norfolk International Airport is set to undergo significant changes, thanks to a number of ambitious construction projects on the horizon. These upgrades will not only modernize the airport but also elevate its status as a key transportation hub in the region. Airport officials are excited about the potential impact these enhancements will have on travelers, promising a more seamless and enjoyable journey through ORF.
Key Upgrades on the Horizon:
- New Moving Walkway: A cutting-edge moving walkway will connect parking decks and the arrival terminal with the concourses, streamlining passenger transit within the airport.
- Courtyard by Marriott Hotel: A luxurious 168-room Courtyard by Marriott hotel will grace the airport premises, offering convenience and comfort to travelers with on-site restaurants and a rooftop bar.
- Customs and Border Protection Facility: A state-of-the-art Customs and Border Protection facility will be constructed to facilitate international travel, underscoring ORF’s commitment to enhancing global connectivity.
- Concourse A Expansion: The expansion of Concourse A will add three more gates and upgraded restroom facilities, catering to the growing demand for air travel in the region.
Funding and Timeline:
These transformative projects will be funded through a mix of sources, including third-party funds, state and federal grants, airport revenue, and public bonds. Construction is expected to commence in 2025, with each upgrade contributing to the overall enhancement of ORF’s infrastructure.
Additionally, $6 million in federal grant money will be allocated towards enhancing the terminal building at the airport, specifically focusing on the expansion of the Federal Inspection Service (FIS) facility.
This project aims to address the stringent requirements set forth by the U.S. Customs and Border Protection. By partially funding the construction of a new FIS facility, the grant will facilitate the creation of a state-of-the-art infrastructure capable of accommodating the increasing demands of international travelers.
The expanded FIS facility will not only streamline the customs and immigration process but also enhance security measures, ensuring a seamless and efficient experience for passengers arriving from overseas destinations.

Norfolk International Airport has achieved remarkable success in recent years, with passenger volumes soaring to new heights.
Despite the challenges posed by the pandemic, ORF has rebounded swiftly, outpacing many other airports in terms of passenger growth. The introduction of new direct flight destinations, including San Diego and San Juan, Puerto Rico, has further solidified ORF’s position as a leading airport in the region.
