Virginia’s Legislative Leap to Enrich Childhood Literacy

In a move that’s set to weave a fabric of stories and learning across Virginia, Dolly Parton’s Imagination Library (DPIL) is poised to extend its reach to every young reader in the state. This program, famously initiated by Dolly Parton to kindle a love for reading among preschool children, is gearing up to ensure that every child in Virginia has access to new books every month, free of charge, from birth until they turn five.

This development comes thanks to the passing of House Bill 1075 recently by the Virginia General Assembly. According to the bill, the program will ensure that every registered child from birth to age five, within each participating county, receives one reading selection per month at no cost to their families. Moreover, the bill outlines a system of support for local programs, providing a 50 percent match of funds, contingent on availability, to assist with the costs associated with participating in Dolly Parton’s Imagination Library.

This legislative action not only secures funding through the general appropriation act but also sets forth a detailed administrative structure under the Department of Education to oversee the program’s implementation. Key responsibilities include fundraising, public awareness campaigns, and a data sharing agreement with the Dollywood Foundation to monitor and report on the program’s progress.
