Each city was evaluated using 36 relevant metrics graded on a 100-point scale. These metrics were combined to create an overall “Quality of City Services” score, which was then divided by the “Total Budget per Capita” to form a “Score per Dollar Spent” index. This index, reflecting both service quality and budget efficiency, was used to rank the cities.

WalletHub’s ranking utilized a wide range of data sources, including the U.S. Census Bureau, Bureau of Labor Statistics, and the Centers for Disease Control and Prevention. Additional sources included GreatSchools.org, Moody’s Investors Service, the Federal Bureau of Investigation, and the Environmental Protection Agency.
